ارائه مدل تحلیل سلسله مراتبی فازی جهت بهینه‌سازی مدیریت پروژه‌های عمرانی انتقال و توزیع آب (مورد مطالعاتی: خط انتقال آب سد کرج)

چکیده

آب‌های سطحی و زیر‌زمینی یکی از منابع اصلی و کلیدی آب شرب به شمار می‌رود.­ یکی از بخش‌های مهم فرایندهای آب، انتقال آب از منبع به تصفیه‌خانه و انتقال به شبکه توزیع برای مصرف است. در این راستا می‌بایست با اعمال مدیریتی صحیح و اجرای برنامه‌های اصولی از افزایش هزینه انتقال­ و ­ساخت­ و ­احداث پروژه‌های انتقال آب در بخش‌های مختلف جلوگیری کرد. جامعه آماری تحقیق شامل کارکنان و پیمانکاران جزء پروژه خط انتقال آب سد کرج است و هدف این پژوهش ارائه یک مدل تحلیل سلسله مراتبی فازی جهت بهینه‌سازی پروژه‌های آبی می‌باشد.­ طراحی مدل مبتنی بر شناسایی و تعیین شاخص‌هایی است که معیاری مناسب برای ارزیابی عملکرد کارکنان و پیمانکاران فعال در پروژه خط انتقال آب کرج می‌باشند.­ این شناسایی با استفاده از مطالعات کتابخانه‌ای و همچنین نظر کارشناسان فنی صورت می‌پذیرد. پس از شناسایی شاخص‌ها با استفاده از فرآیند تحلیل سلسله مراتبی فازی­(FAHP)، به شاخص‌ها بر اساس درجه اهمیتشان وزن اختصاص می‌یابد. اعتبار شاخص‌های شناسایی شده و اوزان اختصاص یافته با استفاده از پرسشنامه‌هایی که در اختیار خبرگان قرار می‌گیرد، سنجیده می‌شود. نتایج نشان می‌دهد که 5 عامل: شاخص‌های شرایط زمین‌شناسی منطقه، شاخص‌های شرایط لوله‌گذاری، شاخص‌های دسترسی به مواد و مصالح مورد نیاز پروژه، شاخص‌های مربوط به ملاحظات زمان پیشبرد عملیات لوله‌گذاری و شاخص‌های مربوط به مراحل اجرایی لوله‌گذاری مهم‌ترین فاکتورهای مؤثر در مدیریت پروژه خط انتقال آب سد کرج است. نتایج حاصل از اعتبارسنجی معیارهای اصلی نشان داد از میان 5 ­معیار اصلی مورد بررسی، شاخص‌های مربوط به شرایط لوله‌گذاری ­با وزن شاخص­0.58 مهم‌ترین شاخص است. بعد از آن شاخص‌های مربوط به ملاحظات و شرایط زمین‌شناسی منطقه و شاخص‌های مربوط به دسترسی به مواد و مصالح مورد نیاز پروژه هرکدام با مقدار وزن­ 0.19 عوامل مهم در تعیین مسیر پروژه خط انتقال سد کرج به دست آمدند.

Surface and underground water is one of the main and key sources of drinking water. One of the important parts of water processes is the transfer of water from the source of the treatment plant to the distribution network for consumption. In this regard, it is necessary to prevent the increase in the cost of transfer and construction of water transfer projects in different sectors by applying proper management and implementing basic plans. The statistical population of the research includes the employees and contractors of the Karaj Dam water transmission line project. The design of the model is to identify and determine the indicators that are used to evaluate the performance of the employees and contractors active in the Karaj water transmission line project. This identification is done using library studies as well as the opinion of technical experts. After identifying the indicators using the Fuzzy Hierarchy Analysis Process (FAHP), weight is assigned to these indicators based on their importance. The identified indicators and assigned weights will be validated using questionnaires that will be provided to experts. The results show that the 5 factors of indicators of geological conditions of the region, indicators of piping conditions, indicators of access to materials and materials needed for the project, indicators of considering the time of progress of piping operations and indicators of the implementation stages of piping are the most important effective factors in the management of the Karaj dam water transmission line project. The results of the validation of the main criteria showed that among the 5 main criteria examined, the indicators related to piping conditions with an index weight of 0.58 are the most important indicators. After that, the indicators related to the considerations and geological conditions of the region and the indicators related to the access to materials and materials required for the project, each with a weight value of 0.19, were obtained as important factors in determining the route of the Karaj dam transmission line project.
