Physical asset management is"the optimal management of the equipment life cycle to achieve sustainable business goals."Development of asset management programs at all stages of the equipment life cycle from the definition of requirements to the design،then operation maintenance،finally scrapping is the main priority of the asset management system.In the meantime, buildings and facilities are of special importance and due to the dynamic nature of their use, maintenance and repair of buildings and facilities requires its own requirements and should be planned and implemented in accordance with the long-term and strategic goals of the organization.This paper presents the framework for developing a strategic document.In order to formulate this framework, by reviewing the documents of various organizations in maintenance and repair of buildings and facilities, the requirements of a framework and strategic model of management of maintenance and repair of buildings and facilities are extracted and then the importance of each needs from the point of view of experts in this field.Been investigated.A comparative study shows that the main requirements of a strategic document include determining the standard of building conditions, how to evaluate, determining the schedule of maintenance activities in accordance with the assessments, determining the level of service expected from assets, developing a plan for maintenance activities and how to allocate and finance To implement them.The results of the analysis of the collected data show that the requirements identified in the country's organizations are also important and should be addressed in process of developing a strategic document for maintenance management.
