The civil engineering document is a documentary building that contains technical building information and is issued by the building engineering organization. If the quality information provided in this identification document is in fact and in fact documented and sufficiently adequate, it will reasonably result in a quality building certificate. It should be noted that how to comply with national building regulations and standards and urban planning standards for its efficiency as a quality building certificate is required. From a global perspective in many advanced countries, this design has been implemented and used for many years. This role plays an important role when it comes to extracting the quality certification of the building accurately and, as in most of the advanced construction countries, it has achieved a qualitative classification of the buildings to varying degrees, Be quality. Regarding the above mentioned issues, this study will attempt to first investigate and identify the most important challenges in transforming the technical certificate of the real estate of the building into a quality certificate and then, using statistical methods and multi-criteria decision making, to prioritize Identified factors should be taken. The results show that enough attention paid to the quality of the building occupants such as the project manager and responsible for quality control can have a significant positive effect on obtaining a quality building certificate.
